Exactly. They keep speaking of justice, but at this point, it's no longer Justice. It's revenge. Like someone else said, just because they're criminals doesn't mean everything you do against them is justified, and it's dangerous to think that. That's why the Marines are one of the villains in this series, they follow the mentality that anything they do upholds justice and order, even if they do vile things themselves. The ends justify the means, essentially.

Shanks is not Whitebeard's ally he has just known him for a long time also, why would he risk lives of his men for another crew's pirate. The main reason is he didn't come earlier is cause he was busy fighting off Kaido who was hell bent on fighting Whitebeard, it's mentioned around ep 434 iirc.
